Screws into wood hold well in sound fiber. They do not hold in a weathered stub. If the top needs a wood plug or a new block, install that first, then measure again. Nominal 4x4 lumber may finish near 3.5 inches; do not assume black 4-inch caps will drop on every cedar newel.

Weather is the same sky on both materials

Rain, wind, and sun do not care whether the post is cedar or PVC. The cap is waterproof for outdoor use. The joint between cap and post is the leak and lift line. A level seat, a complete rim, and a panel that is not buried in snow or maple seeds keep either material working.

Do not caulk over the solar face. Do not trap water inside a vinyl hollow with a sealed dish and no drain path. Do not leave a wood top dished so the cap sits in a puddle.
